នៅព្រឹកថ្ងៃទី១៨ ខែវិច្ឆិកា ឆ្នាំ២០២៥ ឯកឧត្តមឧបនាយករដ្ឋមន្ត្រី ប្រាក់ សុខុន រដ្ឋមន្ត្រីការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ បានអញ្ជើញជួបទ្វេភាគីជាមួយ ឯកឧត្តម Olivier Jean Patrick Nduhungirehe រដ្ឋមន្ត្រីការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិនៃសាធារណរដ្ឋរវ៉ាន់ដា។
ឯកឧត្ដមឧបនាយករដ្ឋមន្ត្រី បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅដល់រដ្ឋាភិបាលរវ៉ាន់ដាចំពោះការទទួលបដិសណ្ឋារកិច្ចដ៏កក់ក្តៅជូនគណៈប្រតិភូកម្ពុជា ក្នុងអំឡុងពេលទស្សនកិច្ចផ្លូវការរបស់ឯកឧត្ដម នៅសាធារណរដ្ឋរវ៉ាន់ដា និងក្នុងឱកាសអញ្ជើញចូលរួមសន្និសីទថ្នាក់រដ្ឋមន្ត្រីហ្វ្រង់កូហ្វូនី លើកទី៤៦ ដែលនឹងប្រព្រឹត្តិទៅពីថ្ងៃទី១៩-២០ ខែវិច្ឆិកា ឆ្នាំ២០២៥។ ក្នុងឱកាសនៃជំនួប ភាគីទាំងពីរបានពិភាក្សារិះរកមធ្យោបាយដើម្បីជំរុញកិច្ចសហប្រតិបត្តិការរវាងប្រទេសទាំងពីរបន្ថែមទៀត លើវិស័យនយោបាយ សេដ្ឋកិច្ច និងវប្បធម៌ ។
បន្ទាប់ពីបញ្ចប់កិច្ចពិភាក្សា រដ្ឋមន្រ្តីការបរទេសទាំងពីរបានអញ្ជើញចុះហត្ថលេខាលើឯកសារចំនួនពីរ៖ (១) អនុស្សរណៈនៃការយោគយល់ស្តីពីការបង្កើតកិច្ចពិគ្រោះយោបល់ទ្វេភាគីរវាងក្រសួងការបរទេសទាំងពីរ និង (២) កិច្ចព្រមព្រៀងលើកលែងទិដ្ឋាការសម្រាប់អ្នកកាន់លិខិតឆ្លងដែនការទូត និងផ្លូវការ។
On the morning of the same day , His Excellency Deputy Prime Minister PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation, held a bilateral meeting with His Excellency Olivier Jean Patrick Nduhungirehe, Minister of Foreign Affairs and International Cooperation of the Republic of Rwanda.
His Excellency Deputy Prime Minister expressed his deep gratitude to the Rwandan Government for the warm hospitality, extended to Cambodian delegation during his official visit to the Republic of Rwanda and participation in the 46th Ministerial Conference of La Francophonie from 19-20 November 2025. During the meeting, both parties discussed and explored the ways to further enhance cooperation between the two countries in political, economic, and cultural fields.
After the talk, both Ministers of Foreign Affairs signed two documents, namely, (1) Memorandum of Understanding on the Establishment of Bilateral Consultations between the two Foreign Ministries and (2) Agreement on Visa Exemption for Holders of Diplomatic and Offical Passports.
Dans la matinée du même jour, Son Excellence le Vice-Premier Ministre PRAK Sokhonn, Ministre des Affaires étrangères et de la Coopération internationale, a tenu une réunion bilatérale avec Son Excellence Olivier Jean Patrick Nduhungirehe, Ministre des Affaires étrangères et de la Coopération internationale de la République du Rwanda.
Son Excellence le Vice-Premier Ministre a exprimé sa profonde gratitude au Gouvernement rwandais pour l’accueil chaleureux réservé à la délégation cambodgienne lors de sa Visite officielle en République du Rwanda et de sa participation à la 46ᵉ Conférence ministérielle de la Francophonie, tenue du 19 au 20 novembre 2025. Au cours de la réunion, les deux parties ont discuté et examiné les moyens de renforcer davantage la coopération entre les deux pays dans les domaines politique, économique et culturel.
À l’issue de l’entretien, les deux ministres des Affaires étrangères ont signé deux documents, à savoir : (1) le Mémorandum d’entente sur l’établissement de consultations bilatérales entre les deux Ministères des Affaires étrangères et (2) l’Accord sur l’exemption de visa pour les titulaires de passeports diplomatiques et officiels.
