ឯកឧត្តមបណ្ឌិត កៅ ថាច អនុញ្ញាតឱ្យប្រតិភូសមាគមមីក្រូហិរញ្ញវត្ថុកម្ពុជា និងអង្គការ Water.org ចូលជួបសម្តែងការគួរសម និងពិភាក្សាការងារលើការជំរុញការ អនុវត្តហិរញ្ញប្បទានបៃតង និងការលើកកម្ពស់បរិយាបន្នហិរញ្ញវត្ថុនៅកម្ពុជា

រាជធានីភ្នំពេញ៖ ឯកឧត្តមបណ្ឌិត កៅ ថាច ប្រតិភូរាជរដ្ឋាភិបាលទទួលបន្ទុកជាអគ្គនាយកធនាគារអភិវឌ្ឍន៍ជនបទ និងកសិកម្ម (ARDB) និងសហការី បានទទួលជួបប្រតិភូសមាគមមីក្រូហិរញ្ញវត្ថុកម្ពុជា និងអង្គការ Water.org ដើម្បីពិភាក្សាអំពីលទ្ធភាពនៃកិច្ចសហប្រតិបត្តិការក្នុងការជំរុញការអនុវត្តហិរញ្ញប្បទានបៃតងនៅកម្ពុជា សំដៅទ្រទ្រង់ដល់ការលើកកម្ពស់បរិយាបន្នហិរញ្ញវត្ថុ។

ក្នុងនោះ ឯកឧត្តមបណ្ឌិតប្រតិភូ បានលើកឡើងអំពីសារៈសំខាន់នៃធនធានទឹកក្នុងការទ្រទ្រង់ដល់វិស័យកសិកម្ម និងជីវភាពរស់នៅរបស់ប្រជាជន ដែលជាកត្តាចម្បងក្នុងការគាំទ្រដល់ការរក្សាបាននូវសន្តិសុខស្បៀង, ការបង្កើនប្រាក់ចំណូលបន្ថែម, និងការបន្ស៊ាំទៅនឹងការប្រែប្រួលអាកាសធាតុ។
ជាមួយគ្នានេះដែរ, ឯកឧត្តមបណ្ឌិតប្រតិភូ បានបង្ហាញអំពីការផ្សារភ្ជាប់ដ៏សំខាន់រវាងការលើកកម្ពស់ការប្រើប្រាស់ទឹកស្អាត និងហិរញ្ញប្បទានបៃតង តាមរយៈការវិនិយោគលើហេដ្ឋារចនាសម្ព័ន្ធទឹកស្អាត អនាម័យ និងប្រព័ន្ធផ្គត់ផ្គង់ទឹក សំដៅចូលរួមដល់ការអភិវឌ្ឍប្រកបដោយនិរន្តរភាព និងមានភាពធន់។

នៅក្នុងដំណើរការនៃកិច្ចប្រជុំ, ឯកឧត្តមបណ្ឌិតប្រតិភូ ក៏បានកត់សម្គាល់ឃើញថា គម្រោងរបស់អង្គការ Water.org និង សមាគមមីក្រូហិរញ្ញវត្ថុកម្ពុជា (CMA) មានសារៈសំខាន់ និងមានភាពជាប់ពាក់ព័ន្ធទៅនឹងហិរញ្ញប្បទានបៃតង ជាពិសេសការគាំទ្រដល់សមត្ថភាពបន្ស៊ាំនឹងការប្រែប្រួលអាកាសធាតុ ដែលស្របតាមយុទ្ធសាស្ត្ររយៈពេលវែងរបស់ធនាគារ ARDB តាមរយៈការអនុវត្តកម្មវិធីហិរញ្ញប្បទានអាកាសធាតុនៅកម្ពុជា (Cambodia Climate Finance Facility-CCFF) ដែលជាកម្មវិធីថ្នាក់ជាតិមានហិរញ្ញប្បទានសរុបប្រមាណ ១០០លានដុល្លារអាម៉េរិក និងទទួលបានការអនុម័តពីមូលនិធិអាកាសធាតុបៃតងនៅប្រទេស Rwanda សម្រាប់ផ្តល់ហិរញ្ញប្បទានគាំទ្រដល់គម្រោងបៃតង និងគ្រឹះស្ថានហិរញ្ញវត្ថុក្នុងស្រុក លើគម្រោងអាជីវកម្មដែលកាត់បន្ថយការបំភាយឧស្ម័នផ្ទះកញ្ចក់ និងបង្កើនសមត្ថភាពបន្ស៊ាំទៅនឹងការប្រែប្រួលអាកាសធាតុ។

ជាលទ្ធផល អង្គប្រជុំបានបង្ហាញពីកាលានុវត្តភាពនៃកិច្ចសហប្រតិបត្តិការពាក់ព័ន្ធនឹងហិរញ្ញប្បទានបៃតង ដែលជាចំណែកសំខាន់នៃការលើកកម្ពស់បរិយាបន្នហិរញ្ញវត្ថុ ដែលអាចឈានដល់៖ (១)ការរៀបចំអនុស្សរណៈយោគយល់សម្រាប់កិច្ចសហប្រតិបត្តិការ, (២) ការរៀបចំសិក្ខាសាលាថ្នាក់ជាតិដល់សមាគមមីក្រូហិរញ្ញវត្ថុកម្ពុជា ក្នុងការលើកកម្ពស់បរិយាបន្នហិរញ្ញវត្ថុ និងហិរញ្ញប្បទានបៃតង ជាពិសេសផ្តោតចម្បងលើកម្មវិធីហិរញ្ញប្បទានអាកាសធាតុនៅកម្ពុជា (CCFF), និង (៣)ការសហការរួមគ្នាក្នុងការអភិវឌ្ឍគម្រោង និងការសិក្សាស្រាវជ្រាវនានាដែលពាក់ព័ន្ធ។

កិច្ចប្រជុំនេះបានប្រព្រឹត្តទៅនាព្រឹកថ្ងៃពុធ ២កើត ខែផល្គុន ឆ្នាំម្សាញ់ សប្តស័ក ពុទ្ធសករាជ ២៥៦៩ ត្រូវនឹងថ្ងៃទី១៨ ខែកុម្ភៈ ឆ្នាំ២០២៦ នៅការិយាល័យកណ្តាលនៃធនាគារ ARDB។

H.E. Dr. KAO Thach and Colleagues allowed the delegation of the Cambodia Microfinance Association and representative of Water.org to meet and discuss the acceleration of green financing implementation and promote financial inclusion in Cambodia.

H.E. Dr. KAO Thach, Delegate of the Royal Government in Charge as Chief Executive Officer of the Agricultural and Rural Development Bank (ARDB), accompanied by his colleagues, welcomed a delegation from the Cambodia Microfinance Association (CMA) and representatives of Water.org for a discussion on potential collaboration in promoting green finance in Cambodia. The discussion aimed to promote financial inclusion and expand sustainable financing opportunities.
During the meeting, H.E. Dr. Kao Thach emphasized the critical role of water in supporting agriculture and rural livelihoods, noting that sustainable water access is fundamental to food security, income generation, and climate resilience.
H.E. Dr. Kao Thach further underscored the strong linkage between water resources and green financing, stressing that investments in water infrastructure, sanitation, and efficient irrigation systems are essential components of sustainable and climate-resilient development.

Additionally, H.E. Dr. Kao Thach acknowledged that Water.org’s programs are highly relevant to green financing, particularly in supporting climate adaptation efforts, and are well aligned with ARDB’s long-term strategy, especially through the Cambodia Climate Finance Facility (CCFF).

He further highlighted that the CCFF, with a total funding of USD 100 million approved by the Green Climate Fund (GCF) during its Board meeting in Rwanda, aims to support climate change mitigation and adaptation through direct lending to green projects and wholesale financing for local financial institutions.

As an outcome of the meeting, potential areas of cooperation were discussed, including: (1) the development of a Memorandum of Understanding (MoU); (2) the organization of a National Workshop for CMA on financial inclusion and green finance, with a particular focus on the CCFF Programme; and (3) joint projects and collaborative research initiatives, which will be further considered through ongoing discussions.
The meeting was held on the morning of February 18, 2026, at the ARDB Headquarters.
